Site Author, Technical Support, and Management The official LGU website of the Municipality of Pozorrubio (www.pozorrubio.net.ph and www.pozorrubio.gov.ph) was created, currently maintained, and funded by Quesada eTechnologies. Technical support is provided by Gin.Quesada Consultancy, Lamberto B. Valenzuela, and Quesada Network Services. (Click submenus above to open sites of these supporting entities). The support provided by these three entities range from web hosting, programming, graphics and animation design, technical writing, Joomla content management programming/ layouting, research, and other back-end and front end web activities. Assistance is also provided to the Municipal IT support group on matters associated with this website. Alongside this LGU website is the private sector website Pozorrubio Online (www.pozorrubio.ph) which pioneered in 1999 the web services to Pozorrubians, and which spinned-off the LGU website. It can be said that Pozorrubio Online (PO) have done the forest clearing for the LGU website experimenting on various web designs, including MS Sharepoint versions, among others. Through the PO the vision of the Quesada family was first started. Dessiminating information for and providing interaction among Pozorrubians are two blogs, Pozorrubio Online Blog (http://pozorrubian.wordpress.com) and Kapozok Online Blog (http://kapozokonline.wordpress.com). Dedication Services and funding of this site is given free of charge by the Quesada family in support of Hon. Mayor Emma Zosima T. Chan's incumbent administration and the people of Pozorrubio. The two sites have also been of service to ex-Mayor Artemio Chan during his 3-year term preceding the incumbent administration. The Quesada family focused at this website work is made up of the family of Ginofreo (Gin) and Engracia (Paz) Quesada and their children, Glenn, Vilma, Myrrha, and Geoffrey. The siblings' families of Raul and Terry Quesada, Richard and Zonia Banegas, Robin and Gracia Salcedo provide additional support. The siblings are the children of the late Dominador B. Quesada, Sr. (former principal of St. Philomena's Academy and former Scribe of the Knights of Columbus of Pozorrubio) and Felicidad Solomon. Source of Content and Acknowlegement Much of the content is provided by the Municipality, specifically by the municipal Press Relations Officer/ Consultant, Ms Jing Villamil, for news. Engr Amerigo Garcia, Mr, Fernando Gabuat and the rest of the staff and support departments of the Municipal Planning and Development Council provide and update the LGU data. Various foreign-based Pozorrubians and non-Pozorrubians provide articles. Among them, Ms. Agnes Mendoza-Gupana, Mr. Eulogio Mendoza, Ms. Lucrea Vinluan-Dayrit, and Ms. Marge Enriquez. Permissions were also obtained from other authors to publish their articles in the sites like those of Robert Franks of Wall Street Journal through the help of Pozorrubian, Ms Lu Dayrit; those of Ms. Heather Halsey of The Sentinel in Handford whose permission was given through the help of Mr. and Mrs. Richard and Zonia Banegas. At the early stages of this site's development history, Mr. Mel Jovellanos provided articles from his collection of town fiesta souvenir programs. Articles also came from Mr. Heriberto Bautista, Ms Flordeliza Eroles, Ms. Susana Obejera, Drs. Raul and Bles Salvador, Ms. Minerva Alcaide-Caburnay, and Ms Emerita Nimer. Mr. Gin.Quesada provide the technical articles, some news, feature articles, and Pangasinan literature. He is also seeking more author's permissions to publish in this site some of their time-lasting articles. Comments from the Pozorrubians readers form part of the content of this site. The long comments of Mr.Rod Dingle and Ms.Emily Dingle-Rudd of Australia and that of Mr. Watus Robles Solis of US, among others, are some of these comments. The Management of this site thanks and acknowledges the support of above content-providers, and wishes their continued support. The people of Pozorrubio are appreciative of their contributions. The Web Servers Production servers are located at www.bluehost.com in the US and www.myhosting.com in Canada. The 2 host companies are paid quarterly and monthly, respectively. Name registrars are in the Philippines for .ph-suffixed domain names, and Network Solutions, in the US, for other types of names. The 2 registrars are paid yearly. Seven development servers and client computers are in the homes of the technical supporter group in Saudi Arabia.The web development work, network engineering and experimenting, troubleshooting are done in these development computers to maintain the websites or deploy new website or features to existing websites in the production servers in the US and Canada. User-related testing, showcasing, and Pozorrubio client interface is done in the office of Quesada eTechnologies in Pozorrubio, Pangasinan, Philippines, which is managed by the Gin's wife, Mrs. Engracia Salcedo-Quesada, Glenn's wife, Mrs.Vilma Valdez-Quesada, and the company's IT supervisor, Ms. Amy Libao. Uploading of content and link-checking for most of the sites is done by Ms. Irene Sagaoanit of CDDISS and Mr. Fernando Gabuat of the municipal MPDC. The Vision: Communication This vision to create a virtual town and municipality in the cyberspace is the initiative of the Quesada family which was started in 1999 at a time the family was founding their IT business under the name of Mousenet Computer Center, the forerunner of the now Quesada eTechnologies (reason the name was changed on the 5th year was that DTI has allowed other businesses to use the word Mousenet, before the 5-year expiry date of the said business name). As many Pozorrubians have left the community to migrate to foreign lands for permanent residence and/or temporary employment, Gin and Glenn Quesada, the father-and-son duo of this venture, created a website for the town to link back home and/or start interaction among themselves the many Pozorrubians who were compelled to work abroad for reasons of economic necessity and desire for better quality of life or achievement.The OPWs (Overseas Pozorrubian Workers) were beset by emotional problems brought by distance from home and were then looking for avenues to see home. The Vision: Archiving for Posterity It was also the goal of the Quesadas to archive through the websites the various printed literature that are being produced and made accessible to the global Pozorrubians. It was thought that the good deeds and stories behind every edifice, missions, writings, and accomplishments, in general, are doomed to be forgotten easily, especially with the gradual decrease in patronage of the printed media now happening. But with these stories and documentation converted to electronic file and stored in cyberspace, they become searchable and easily dessiminated to Pozorrubians with Google and Yahoo and other search engines. The Vision: Assist in LGU communication, transparency, participation At the time the website venture was started, there were already initiatives by the local administration to invite the Pozorrubians living abroad to link back home and assist in the progress of the town, for which the websites (first there was one, later, more were created catering to Pozorrubians by the same webmasters), had played an important role, especially in delivering hometown news they long for, dessiminating the reports/ addresses of the Mayor, publishing annual cultural attractions like the town fiesta, and showing projects where the taxes go. Somehow the websites had enhanced 'looking-backs' from Pozorrubian for community building, as the webmasters, instead of just waiting for readers to come, have in addition to publishing articles, also manage to reach them through emails and social networking and blog sites (Facebook, Flixter, Friendster, Vox, Multiply, Wordpress and Google blogs, etc). In a way communication, transparency, and participation priorities of the local administration is somehow enhanced. The Vision - Encouragement of more Pozorrubian writers (Description to follow). Feedback Pozorrubio was among the first remote rural town to have a website. At one time, a balik bayan was looking for the authors to give her appreciation as she said she was very proud walking with chin up in the US on the knowledge that her remote town was among the very first to use technology in projecting her community globally. This web initiative also became models for some residents of other towns to initiate their own websites and community services delivery through the sites. Social Networking Pozorrubians abroad searched their long lost friends, batchmates, and relatives in the the Internet through the Google and Yahoo search engines. Usually, they first stumble on the town websites where they find the names they are looking for. They then continue their communication thro emails and in the later years through social networks (Friendster, YM) that have proliferated recently (Facebook, Flixter, Twitter, Vox, etc). But for Pozorrubian-centric information, the town websites serve them as the vortal. Front-end Design and Back-end Technologies The town websites have undergone various designs at various stages. They started with read-only HTML-based sites, like any other site during the early years of web technology, and later on metamorphosed into the interactive Web 2.0 technologies. Catching up with the latest technology is a pressure to the technical support of designers and engineers. The penchant of the Quesadas for innovation pressure up themselves to always come up with the latest, to the point that they have to hire additional techies, buy new books, subscribe to expensive magazines, and attend seminars trainings and presentations, join associations to come up with new things on time. Rewards But inspite of the sleepless nights, expenses, and physical sacrifices, with no financial returns, the Quesadas feel rewarded with the happiness from the thought of having served Pozorrubio with the intangible modern technology that they have been bringing to the town since 1999. |
